The is not my cache but rather than bothering the CO, I thought I would go right to the source. The cache requires that you find a cache in each minute of 33 North or 117 West. However the checker appears to be set up to require that you qualify for both. I think that I meet the 117 part but it says that I don't qualify for the challenge because I don't meet the 33 part. All the previous challenge checkers I have requested were for already-existing caches. This is for a new one. Since I need have to have a checker in order to have the cache approved, I assume that you can create a checker before I submit the cache to be approved. The alternative is to find caches in up to 2 countries, which can be substituted for states, so long as a total of 10 caches are found in 3 different states/countries. I think that you have it set up as alternatives rather than 2 requirements.
