I would suggest that the "positive challenge criteria" guideline would be an issue for you. Also, the checker scripts I can think of for streaks require a precise day count. I'm working on a new script for proportions of regions/counties in a country. I wanted to check, though: are you wanting to be so strict on the types for that part of the challenge? It would be a fair bit more work and less versatile if I put in code for those specific types. As I view it, there are two types of date-related challenges where February 29 has different impacts: 1. Ones like "find a cache on each date (in these months)" where including Feb 29 makes things harder 2. This is not an issue with checkers ignoring disabled caches - I'm not aware of any which do. This is an issue with Project-GC not being aware that you've found that cache. PGC only knows about two 4/5 caches you've found: BowMan Island and Red Scorpion. Um...
