My script can be configured another way. That you have to find 8 of the 10 oldest caches that you done own. That is it possible for all to find and all need 8 old finds of the oldest not owned caches. There is one other thing to perhaps change. Why only active caches? The reverse is also true some old challenges don't have challenge in the name. There will be the same problem with bonus caches. Some with bonus in the name will not be bonus caches and some bonus caches will not have bonus in the names. But my guess is that will be irrelevant. You definition of countries/continents are not that obvious at all. For example: should overseas departements of France be counted as parts of France even if the are countries on gc.com? I doubt that you will get it published. There are two problem. One is that the rules has to be on the gc.com page and not be to complicated. A referal to the badegen/pgc website is not enough. The other problem is that you get badges/points for thing that are not allowed in the guidelines for challenges.
