Why are there two souvenirs with the same name?

In looking at the list of all souvenirs, I see two with the same name, Creation Celebration.  One has over 21,000 achievers, the other only has 630.  Is there a difference between them?

From memory there was an issue when creation celebration first launched and people were not receiving the souvenir. geocaching.com addressed it pretty quickly, i'd say it probably relates to how they fixed it.

I have two of these souvenirs, it appears to be be because i attended two events (ie that Groundspeak did not check if the souvenir was already awarded before granting me another for attending a second qualifying event)
