My guess is that this is an issue with the gc.com data but, when I went to check the top caches in a day in my state. While scrolling through the list, I saw that Newfoundland and Labrador are in the list. http://project-gc.com/Statistics/TopCachesDay?country=United+States&region=Newfoundland+and+Labrador&submit=Filter was the resulting link. 

 

The last time I checked Labrador and Newfoundland are part of Canada.

Yes, this is a problem with the in-data, just as Target points out.
Reviewers have the ability to fix this.  Once fixed by a reviewer it was correct on Project-gc within a day.
