Can someone create a checker requiring that all 81 d/t squares be filled with caches only in Maryland?

I contacted my local reviewer to ask if this type of challenge cache would be allowed: https://coord.info/GC9KJ1T (a Maryland-based D/T grid vs this Virginia one). He said he was pretty sure it would be. Would someone be willing to create a checker for me?
