with webcams now  disappearing at a high rate I think the levels might now be too high for the webcam badge.

perhaps 15, 20 and 25 as the top 3 levels (instead of 18, 25 and 40.)

With only 4 left in the UK - I would agree with this

I don't see why, diamond is supposed to be hard and with 188 active webcams 25 would seem very low.

Though not wanting to get into an argument about this response as I am not arguing with the answer - diamond level is the highest level to achieve so supposed to be hard but...
But the stats do tell a story and relatively 40 webcams needed to reach diamond compared to the total number worldwide would make this the hardest badge to achieve
Many of the diamond levels can be achieved in your own country (other than the travelling ones of course, X number of countries - long distance etc)
180 virtuals needed for diamond - I have 14k to choose from in my country alone
Large caches, 180 for diamond - 800+ to be found in my country

190 active webcams remain worldwide (though 5 are currently disabled)
72 of the webcams are in USA and 65 are in Germany - so if you live in either of those countries then getting the 40 for Diamond should not be so hard
that leaves 53 dotted around the rest of the world - many countries only having 1 and I know my own country is now down to 4 and so I can see the reason for the request in the OP

Looking at the stats I'd argue that Letterbox, Lab, wherigo and mystery should be made harder, not the other way around.
