There are a number of 360 degrees challenge checkers there, some of them covering a authoritive area, but others like the checker for Weser-Ems, Germany are either a subset of a state, or a set of counties.

How can I define such an area?

360-challenges is something that Project-GC will have to configure for you. You should contact the support if you want one created, it's a bit of a process to get it working.

The area itself can be created by combining countries, regions and counties.

Creating less advanced checkers can be done with our plugin system. For that we will have to grant access as it works today, that system is still in beta mode. The checkers are written in LUA and we have created a few API Methods for them to be able to check most things. Most commonly GetMyFinds() is used.
