My badge stats say I have cached in 10 of the 14 "states" in the UK - as far as I know there are only 4 actually - England, Wales, Scotland & Northern Ireland.

Groundspeek has defined 14 and they are used. Look at gc.com and PGC on search/ filter to find them.

As far as I'm aware it uses 'regions' - usually defined as the regions used in European Parliament elections. So, for example, you have the East Midlands, London, Scotland, Wales, the South East etc etc.

I could be wrong, but I believe that's how it's done.

That might have been true when groundspeek created them
now there is a geocaching region called Southern England that dont exist on http://en.wikipedia.org/wiki/Regions_of_England and is in both south west and south east and some names differs too a bit
Scotland and Wales are also split on gc.com but have only one constituency in the europeen paralment
And Gibraltar is in South West England in  eu paralemnt but not in gc.com
UK dont exist on the http://project-gc.com/Tools/MapRegions tool because no reliable polygons for the regions have been found
