I need a checker that will see if a person has qualified by finding 25% of active caches in any state. Examples of project GC stats is running the “least unfound” lists for any states. This is also my first challenge checker I’ve suggested ever, so I appreciate the help and understanding as I learn more about your processes here! Thank you for all that you guys do.

I'm sorry but to find 25% of active caches in a state is not allowed for a challenge

Not acceptable
Finding all or any percentage of the caches, or of a cache type, rating, or other allowable value within a specified area; e.g. 80% of EarthCaches in France is not publishable. (new 2016)
