Is there or can you build a checker that will verify:
Find at least one Minnesota SOC/PMO a month, for twelve consecutive months.
The cache it would be for is GC1JK30 Minnesota Challenge: SOC aka PMO

(SOC is subscription only cache and PMO is premium member only cache)

I have not come across this before but to my knowledge I don't think it can be done.

I'm sure this would be classified as "Time-limited caching" as defined in Guideline 9.
