I'd like to have a (new) challenge about all the postal code in my district.

The data of the Postal codes is provided by swiss post in here:

Postal codes is not an allowed geographical area, challenges can only be based on countries, regions or counties according to the challenge cache guidelines. Since Aarau is a county in the region of Aargau it's the smallest allowed geographical area already.

So can you tell me then why this was possible:

Because Hamburg is the smallest geographical area already too as a city...

The guidelines was changed after the moratorium in 2015/2016 and that cache is from 2013...

Where do I find this guideline? Let's see if something else is possible...
