I need a checker, basically the same as this one but times 4. I want everyday of the calendar year, including Feb 29th, filled 4 times to qualify.

You will probably be asked to remove the requirement for Feb 29, given that's not allowed under guideline 9: https://www.geocaching.com/help/index.php?pg=kb.chapter&id=127&pgid=206#timeLimited

Lab Caches are not included in the challenges because it is not allowed by Groundspeak at the moment

There are still discussions going on about this subject because Groundspeak includes those in the total finds but we are not allowed to use them in the checkers

I read this differently. I am NOT specifying Lab Caches, I am allowing them. Whether people have them or not matters not to me. I think allowing Lab Caches does not break the criteria. I am giving more people the chance to qualify (though I suspect it will not affect most cachers). Let me know your thoughts - tx - Bruce (Hyack)

1. The correct name of the challenge will appear on the checker when the cache is published by the reviewer.
This is an automated function to avoid having to change names
2. The problem on Lab.caches is a long story which can be read on forum page https://project-gc.com/forum/read?6,56
It remains a problem which can not be soved overnight but for the time being the checkers are without the possibility
to include Lab.caches
