[Resolved] GC70ARK - at least 1 cache at 10,000ft

I'd like a checker for just one cache (any kind) placed at 10,000ft (or more).
As a note, I had previously tried to use this GC code for a different challenge that is not allowed by my local reviewer so I'm re-purposing it for this challenge. I was able to find a few similar challenge checkers but nothing exactly like this. Let me know if you need anything.

There were two old checkers attached to this GCcode and both are removed
