[Resolved] GC9BHZJ total Manitoba finds, min. 20

All this checker needs to do is check that total finds of caches (any type) in the province of Manitoba, Canada are 20 or greater. It's for a new unpublished cache already pre-approved by local reviewer. There's a similar checker for a different cache several hours away from this one.
