[Resolved] GC9BJ04 total Manitoba finds, min. 5

All this checker needs to do is check that total finds of caches (any type) in the province of Manitoba, Canada are 5 or greater. It's for a new unpublished cache already pre-approved by local reviewer. There's a similar checker for a different cache several hours away from this one.
