Hello again, I would like to ask for another challenge checker please.
Criterion:
Taking a geocacher's top 4500 caches (top in this context referring to the difficulty and terrain, the higher the better), the average D and the average T both need to be above 3.0.
Note that it doesn't matter if, for example, a cacher has found 50000 caches and their average D is 1.75 and their average T is 1.72. For the purposes of this challenge, and in the instance of this hypothetical geocacher, 45500 caches with low DTs would be removed from consideration.
Of course, in order to qualify, someone would need to have found at least 4500 caches.

Caches found anywhere in the world count for this challenge.

This is an interesting one. The guidelines say that:

Challenge Cache Guidelines - Section 14: Positive Challenge Criteria

NOT ACCEPTABLE
Not finding caches: design that limits or punishes any element of finding caches. Examples: Challenges that require ratios in finds; such as 10% of finds must be Attended logs, challenges that require finding only some particular type for over time, as 100 consecutive Mystery finds.

Technically, the average of the "top N" will only ever increase, no matter how many finds one has, or what one finds. So, there is no punishment to simply continuing to find caches. (Perhaps you know this already, and have intentionally added the "top 4500" criteria.)

However, I'm still going to ask that you consult your local Reviewer Team and request "pre-approval" for this before we get started. This will almost certainly require a new script, and we'd hate to spend time on one, only for it to never be published. I hope you understand.

The local reviewer has two major issues with it. I was trying for something challenging but doable here, but I have missed the mark it seems.

I have an idea for another challenge that is somewhat similar and might be acceptable to a reviewer:
Criterion: 4000 finds of caches with a difficulty of 3 or more, or terrain of 3 or more, or both. Basically disregard the top left 4x4 sub-grid of the D/T grid and count what is left. Is that doable from a challenge checker maker perspective?

The checker works fine. Unfortunately 4000 is too high. The reviewer wants at least 10 people in the area to qualify, but only 5 people here passed the checker. Please reduce the number from 4000 to 3600.
