Poland new polygons

Poland has been updated to use polygons from OSM. The regions are unchanged. There are 9 fewer counties now.

Had to update the county names again. Several county names has the same name in different regions. I have added an osm-id as a suffix for now. Not sure that will be the permanent solution yet.

Are you sure the second one needs to be updated? Doesn't seem to have any counties in the config, and the region name it has seems to still exist.

I have updated them again. Hopefully this is final (at least for a few years).

Almost all counties now has their parent region as a suffix, which is much better than an OSM-id which says nothing.
