I would like to look at the list of challenges that already exist and sort them by Challenge difficulty rated. This will then allow me to fill in that grid.

No this is not possible. The only way to find caches of a certain challenge difficulty is to look through other people stats.

You should also be aware that the challenge difficulty will change during the life time of the challenge cache and it will be removed a while after the cache is archived. So filling the grid is not a project I would recommend since you can't really finish it. For example if you find a cache with challenge difficulty "100" the fact that you yourself qualify for it is likely to lower it to 99 and as other people start working on it because it's a 99 or 100 in difficulty the difficulty will drop even more.
