Or somebody far away in Seattle, who according to the ever more constrictions on real owners while allowing commercial pseudocachers nearly every breach of rules, probably don't care about such geegaw? I manually changed the lines to some fitting caches, as I have more than enough in each of that years. I asked one of the owners about (whom I know personally from events here in Bremen), and he had no idea why he changed that date, he didn't do it deliberately. OK, If I need a checker also for D1, I'd have to change the challenge to one before this one probably, so be it. Here in Germany the density of caches is higher, probably, so I'm fine with the ratings in general. The one looks fine, you can clone it.
