Double Jasmer challenge
Would like to create a challenge cache with the requirement that:

the cacher must have found at least 2 caches in every month from may 2000 to the end of the preceding month or preceding year. No finds required in current period (month or year). You, the writer, can decide which cutoff to use month or year.

The intended cache is

GC6XVDF.

the requirement there stated is based on the preceding month, but if easier or more logical to use the preceding year, I will rewire rite the requirement before submitting for publishing.
