Okay, let's try a different approach.

I'm looking for a checker that checks to see if the cacher's number of 1/1 finds is at least ten times as great as her or his number of 5/5 finds. A cacher with only one 5/5 find needs at least ten 1/1 finds. A cacher with no 5/5 finds automatically qualifies.

Basically, you'd be punishing people for finding 5/5 caches (making it harder to qualify), so they won't allow it.
