[Cancelled] Another feasibility question, specific towns within state

I am currently working on a challenge in Maine that I am enjoying, called the Maine World Tour. It predates the moratorium on challenge caches and has no challenge checker, but essentially requires at least one find in a finite number of Maine towns. These towns have names like, Mexico, Sweden, Paris, Peru. Vermont also has a finite list of towns like this, and would make a fun challenge. There are caches in each town, and it is very likely there will continue to be. I could easily identify the 12 or so towns, and request a challenge checker for it. Is this feasible under current rules? Thank you.

If your towns could be equated to finds in counties, yes. If not, not allowed.

Checker system does not know about towns. The best it could do is find caches that have the town name in their cache title.

... which violates rule 10.

i am satisfied that this is another kind of challenge that our current rules will not permit.

Could someone point me to PGC's checker rules please.
