This is ratio caching which is not allowed as a challenge

I do not understand, what you say

it sais.
Not finding caches: design that limits or punishes any element of finding caches. Examples: Challenges that require ratios in finds; such as 10% of finds must be Attended logs, challenges that require finding only some particular type for over time, as 100 consecutive Mystery finds.

But you can have as manny or as little caches of any kind or D/T as you like

Ratio caching means also that you are not using a fixed number of finds but in stead a varying total divided by another varying total in order to get a result greater then a fixed number

Please ask your reviewer if he would publish such a challenge criteria.
