[Resolved] Checker for GC96ED4 Western States Challenge

This is a new challenge

GC code is GC96ED4

Challenge requirement: In order to log this challenge as found, you must have found at least one cache in nine of the following western states: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, Wyoming. Only nine cache finds are required to qualify for this challenge, however they must be located in at least nine different states from the list above. All cache types other than lab caches count; however this cache cannot be used to qualify as your Washington state cache.

Please note that any 9 of the above 13 states are acceptable.

The types excluded are Lab caches, Locationless (Reverse) Caches, Travelling Caches likes hitchhikers etc
