I made two checkers for the time being
One checker for the county http://project-gc.com/Challenges/GC6N40C/21839 which you are a long way of qualifying

and another checker for the whole region based on a different script where you can see with which caches you qualify

Thanks a lot. I will use the first. I own about 90% of all caches (with all D/Ts) in this area so I hope I will get it approved.

No , unfortunately the checker is based on the logs on the cache page.

And you have another problem there is only 80 active DT in the county 4/3.5 is missing

and there is 40 other DT with only one cache or two. A friend tried to publish a full DT in Östergötland but and the reviewer did not like the one with only 2 or 3 caches if I understood correctly
And i have not looked if 10 people have a full DT or are near/likely to fill it in the county
I suspect that a full DT in Värmland would not be allowed the there are 16 DT with fewer then 4 caches
And you have to meet the requirement your self to publish a geocaches
