The cache container is at the listed coordinates but in order to log it, you must have found 2 caches in each of the 4 States that begin with "O" or "P". Just to be charitable and international, and to give "Q" a chance, can substitute 2 finds in the Province of Quebec for 1 of the 4 US states. The same goes for Qatar.

Thanks for being thoughtful, sumbloke, but as to the "N" challenge, I thought that I would stick with provinces that begin with New (including Nova) or North.
