Going back to the OP - a cache appeared on the exception list last week, not a challenge. I voted on it (and I don't think I was the only one to vote either) and noted an issue with the cache in that it was a puzzle but required you to go to a non-geocaching third party app to play a game in order to get the co-ords - I wrote to the CO and the reviewer to clarify this (it is against guidelinby Deepdiggingmole - Challenge checker exceptions

I had deduced a while ago that there were around 36 moderators - and evidently not all vote as many of the caches listed only have half that number having been voted on. I guess as with all things geocaching several moderators, who are cachers, may have stopped playing the game and so have stopped being involved in moderating too. The above checker is incorrect - it shows required finds as 100 when it is in fact 3000 (https://www.geocaching.com/profile/?u=Deepdiggingmole) has used (https://project-gc.com/Challenges/GC55QGK/6775 "Project-GC Challenge Checker") to see if they qualified for this challenge and they did. It is actually in the guidelines that Ad Labs can not be part of a challenge cache (section 10 source of criteria) - whether a requirement on their own or part of a group and I would suggest you do not have ALs as still part of the checker (even though you have removed them from the cache page) as it may skew some results - for example someone may have never been to a big event but has 5 ALs andby Deepdiggingmole - ARCHIVE Checker requests (completed)
